The Ministry of Foreign Affairs, Itamaraty, dismissed officer Flávia Medeiros on Friday (22) after she was rejected by the hetero-identification panel to confirm whether she has the phenotypic characteristics of a black or brown person.


Flávia had been approved in the competition for foreign ministry officer at Itamaraty. The decision was published in the DOU (Official Gazette of the Union) last week.


The officer took the test in December 2023 and had her candidacy denied by the panel for the first time in March 2024, according to the competition notice. To CNN, she stated that, in addition to her, around 15 other candidates also had their classification rejected.

At the time, shortly after failing the hetero-identification panel, Flávia filed a lawsuit to question the decision. According to her, this move was made without knowing whether she would be called up for the training course required to take on the position of chancery officer.


In addition to appealing administratively to Cebraspe (Brazilian Center for Research in Evaluation and Selection and Promotion of Events), Flávia also appealed to the Federal Court, which determined that she was able to continue with the remaining stages of the process - which, according to the defense of the now former Itamaraty employee, also includes the appointment and inauguration phases.


However, the AGU (Attorney General of the Union) filed an appeal against the court decision, saying that the determination did not give the right to possession. According to the AGU's understanding, Flávia could not have been appointed until the merits of the case presented by the defense had been analyzed. The judgment on the merits is when the judge analyzes the heart of the issue, the real reason for the conflict.

To CNN, Flávia reported that she has been studying for the Itamaraty exam for more than 10 years and that she has been taking career admission exams for four years. She also stated that, to take office as a chancery officer in Brasília, she signed a three-year rental contract, with a provision for a fine for termination.


"I didn't come from a golden cradle, I'm the typical person who benefited from public policies. It will be difficult to wait for a decision from the collegiate, imagine if I have to wait for a judgment on the merits", he said.


"I have white friends from privileged families who had all the resources to access diplomacy and it took a decade. If it took a decade for them, imagine for me, I didn't have access to intellectual training", he added.


CNN contacted Itamaraty and Sinditamaraty, the agency's employee union. The space is open for demonstrations.
