Dino orders government to inform fire prevention measures in 2026

Minister Flávio Dino, of the STF (Supreme Federal Court), determined this Monday (25) that the federal government and the states of the Legal Amazon and Pantanal present, within 10 working days, concrete planning and preparation measures that are being adopted to face the significant increase in fires predicted for the second half of 2026.

The decision was taken as part of an action brought by Rede Sustentabilidade, which established and monitors the adoption of urgent measures in the face of the worsening climate scenario and the imminent risks of forest fires.

According to the minister, although 2025 presented better numbers of fires in the Amazon and Pantanal, the scenario predicted for 2026 points to a high probability of above-average temperatures and persistent water deficit in these regions.

The main concern concerns the El Niño phenomenon, which is expected to occur in the second half of the year and could reach peak intensity between September and October 2026, which coincides with the most critical phase for the spread of fires.

In the decision, Dino reports scientific studies that warn of the possibility of a "Super El Niño", which would increase the risk of extreme heat and severe droughts in the North and Northeast of Brazil, in addition to excessive rain in the South.

According to him, historically, similar events, such as the 2015 El Niño, caused a 36% increase in the incidence of fire in the Amazon.

In view of these facts, the Ministry of the Environment has already informed that it would be structuring an emergency plan for 2026 focused on the Amazon, Cerrado and Pantanal, expected to be completed within three months.

The PGR (Attorney General's Office), however, expressed concern about the possible lack of servers and meteorologists to generate alerts.

In light of this, Dino asked for demonstrations. "I order the Union and the States of the Legal Amazon and Pantanal to expressly inform the planning and preparation measures adopted, given the confirmation of the projections that indicate a significant increase in the risks of forest fires, especially in the 2nd half of 2026", wrote the minister.
