Eco Invest targets green fertilizers to reduce imports

The federal government launched this Monday (25) the 5th auction of the Eco Invest Brasil program, focusing on industrial innovation and ecological transition, including green fertilizers.

The program comes at a time when Brazil still depends heavily on fertilizer imports, since around 80% of national consumption, according to the Ministry of Finance. The government's bet is to use public resources to reduce risks and attract private capital for innovation projects capable of expanding domestic production and developing national technologies.

The new round creates financial instruments aimed at bringing universities, startups, companies and private investors together to develop technologies considered strategic for Brazilian competitiveness. In addition to fertilizers, the program encompasses critical minerals, artificial intelligence applied to industry, batteries and green chemistry.

In total, the National Treasury will be able to contribute up to R$2.5 billion. Of this total, up to R$1.5 billion will be allocated to innovation funds and up to R$1 billion to corporate credit lines. The design requires a minimum private participation equivalent to twice the public capital, a mechanism used by the government to increase the total volume of investments and reduce the risk for investors.

In the case of green fertilizers, the objective is to encourage technologies linked to the production of inputs with a lower carbon footprint and reduce external dependence. Simply put, green fertilizers are products manufactured using less polluting processes, generally using renewable energy and also with biological products. The proposal is to reduce emissions without compromising agricultural productivity.

In addition to the production itself, the program also tries to connect the industry with research centers and startups. The financed companies must contract research, development and innovation projects linked to the strategic auction chains, and can resort to both Brazilian and foreign universities. The model also allows the acquisition of technology-based companies abroad to internalize knowledge.

The auction foresees three main financing fronts: the creation of six Eco Invest Innovation Funds; a corporate credit line for companies in the expansion phase; non-reimbursable resources for applied research and technological entrepreneurship.

Each participating financial institution will compete for a specific auction chain based on their ability to mobilize private capital. The winners will be responsible for structuring the funds and other financial mechanisms.
