A study carried out by the CNM (National Confederation of Municipalities) between 2013 and 2025 shows that 95.1% of Brazilian municipalities have already been affected at least once by environmental disasters during this period, and the number of deaths exceeds 3 thousand in the country.


The study also points out that S2iD (Integrated Disaster Information System) is an "outdated, unstable and limited" tool.


The study "New panorama of disasters in Brazil: 2013 to 2025" brings together information from S2iD, MIDR (Ministry of Integration and Regional Development) and official records of municipal and state civil defenses.

According to the CNM, the objective of the publication is to highlight the impacts of disasters and encourage more effective public policies for prevention, preparation and recovery of affected areas.


The panorama shows that 5,297 Brazilian municipalities were affected in the analyzed period, resulting in 74,745 records of declarations of SE (Emergency Situation) or ECP (State of Public Calamity).


Around 70% of all these decrees occurred due to drought (30 thousand decrees) or excessive rainfall (22.8 thousand decrees). Most drought records are concentrated in the Northeast region of the country, while the South region predominates in excess rainfall.

In total, the 13-year period had 16 thousand decrees due to infectious diseases. A serious spike in decrees was recorded during the Covid-19 pandemic, exceeding 13 thousand.

The disasters have affected more than 493.8 million people in the country, with 6.4 million being homeless and 3,221 deaths. In the number of deaths, the year 2022 recorded the highest number, with 607 deaths.


The Southeast region concentrated the majority of deaths (48.1%), including major tragedies such as the collapse of dams in Mariana (2015) and Brumadinho (2019), in addition to extreme rains in Petrópolis (2022) and Vale do Aço (2025).

The South region accounts for 23.8% of deaths, marked by events such as the historic floods in Rio Grande do Sul in 2024, which left 185 dead.


Financial losses are also evident in the study, reaching a loss of R$785.4 billion between 2013 and 2025. Sectors such as Agriculture (R$356.6 billion) and Livestock (R$107.5 billion) were greatly affected.


Drought and drought were responsible for much of the economic damage, resulting in R$458.3 billion in losses, while excess rain generated R$222.9 billion.


According to the CNM, the real value of the losses would be even greater, as only 47% of the municipalities that issued decrees were able to register the values of economic damages in the federal S2iD system.


The conclusion of the study
The CNM emphasizes that the low level of recorded data reveals a weakness in the consolidation of official data on disasters in Brazil. According to the entity, S2iD has become an outdated, unstable and limited tool, which makes it difficult to register completely and accurately.


Relevant system functionalities are also disabled, such as the prevention action and Plancon (Contingency Plan) modules, compromising municipal planning, response and management of risks and disasters.


They also mention that the scenario is worsened by the Union's low budget execution, with only 32.2% of the authorized amounts actually paid.


At the end of the research, the CNM reinforces the urgency of modernizing S2iD by the Union and highlights that "there is no way to move towards climate resilience and risk reduction without the effective structuring of municipal civil defenses".
