With the text proposing the end of the 6x1 scale expected to be presented in the Chamber for this Monday (25), the major impasse in preparing the final report by deputy Leo Prates (Republicanos-BA) is about the transition rule for implementing the new labor regime.


At the meetings of the special committee created to debate the issue, parliamentarians, businesspeople and workers try to reach a common denominator on how much time would be needed to implement the 40-hour week, with five days on and two days off, without a salary reduction.


While some groups defend the full application of the project upon approval, some wings that are more cautious about the risks for the business community propose a transition period of up to 10 years, in addition to tax compensation for businesspeople - something that the government rejects.

For Palácio do Planalto, the hope is that there will be some type of reduction in working hours this year, since the agenda has become one of the main banners of President Luiz Inácio Lula da Silva (PT).


According to information from CNN, both Lula and the president of the Chamber, Hugo Motta (Republicanos-PB), articulate a plan for a transition with gradual reduction over the next two years, with the first reduction expected later this year.

- After approval, a reduction of one hour in 120 days (four months), with a reduction from 44 hours to 43 hours a week - which would already happen in mid-October this year; 40 hours proposed week - ending transition in October 2028.


Despite this scenario, another alternative is also discussed in the discussions, that of dividing the two hours of the last reduction into two one-hour periods, which would reduce the weekly working hours to 41 hours in 2028 and to 40 hours in 2029.


As a result, instead of a two-year period for full implementation, business owners could take three years to complete the process of reducing their employees' working hours.


Lula seeks to reassure businesspeople
Seeking to counter criticism and fears from businesspeople, the president declared this Tuesday (19) that he will not impose the end of 6×1 "by force", stating that each sector would have its particularities respected during the implementation process.


"Don't be scared. The 6x1 scale is a necessary thing, because today people want to have more time", began the president, who used the example of a possible replacement of people by robots to ask for more consideration from workers.


"As long as there are workers, we have to respect them, and we know that the working day will be applied taking into account the specificities of each category. No one will impose it by force."


Opposition presents alternative project
During a hearing at the 27th March to Brasilia in Defense of Municipalities last week, the senator and pre-candidate for the Presidency of the Republic for the PL, Flávio Bolsonaro, criticized the end of the 6×1 scale and proposed presenting an alternative working day to Brazilians.


"Regarding the end of the 6x1 scale, Brazil has updated itself. The world we live in today is no longer the one it was in 1943, at the time of the CLT. We all want to work less and earn more, but it is legislation that is late, in a rigid state, that will have an impact on municipalities of R$50 billion per year if it is approved in this way", said the senator.


The proposal provides for "freedom" for workers to choose the type of journey most appropriate for them, which Flávio considers beneficial, especially for women. "We want to give people the freedom to choose their working hours", he added.
