President Luiz Inácio Lula da Silva (PT) returned to the city of Rio de Janeiro (RJ) this Friday (22) for the sixth time in 2026, the election year. This Saturday (23), the president makes announcements at Fiocruz. Of the PT member's six trips to the state, in half of them Lula prioritized deliveries in the health sector.


On other trips to the state, Lula attributed the precariousness of the state's federal hospitals to the family of former president Jair Bolsonaro (PL).


In March, Lula made reference to the Federal Hospital of Andaraí, municipalized by the City of Rio de Janeiro in 2024. According to the president, the past administration was responsible for the "commodification" of the hospital sector in the state.

On another visit to the state capital, in February, Lula stated that the region's hospitals were used as "electoral bargaining chips" during the campaign.


Behind the scenes, members of Lula's campaign believe that the president's public criticism of Senator Flávio Bolsonaro (PL), PL's pre-candidate for the presidency, helps to increase the wear and tear of the Bolsonaro supporter in the state, especially by associating the opponent with negative episodes.


Rio de Janeiro is Flávio's electoral stronghold and, on the eve of the elections, President Lula has intensified his agendas in the federative unit, where he still loses to the senator in the electoral polls.

Privately, allies of the PT member state that the Presidency's institutional agenda does not suffer electoral interference. Still, they recognize that the frequency of advertisements and deliveries in the state can strengthen the president's image in future polls.


On the other hand, members of PL Fluminenses assess that there is no chance of Lula winning in the state and that the frequency of trips by the PT member to the capital is of no concern to Flávio's campaign.


According to sources heard by CNN, the PT's objectives in Rio include improving Lula's performance, boosting the candidacy of Eduardo Paes (PSD) for the Rio de Janeiro government, electing Benedita da Silva (PT) to the Senate and expanding the party's bench in the Chamber of Deputies.


The expectation of PT leaders is to increase the number of federal deputies elected by the party in Rio from six to nine, an increase of 50% in relation to the current bench.


In the most recent Genial/Quaest survey, Eduardo Paes appears with a wide advantage in the first and second round scenarios for the government of Rio de Janeiro.


In a possible second round, Paes has 49% of voting intentions, against 16% of the pre-candidate for government for the PL, Douglas Ruas. Undecided respondents account for 16% of those surveyed, while blanks and null respondents account for 19%.


Regarding this gap for Lula's candidate in the polls, PL sources expect the 2018 scenario to be repeated in 2026, when Paes lost to Wilson Witzel (PSC) in the second round.


On the other hand, President Lula still appears behind Flávio Bolsonaro in the polls. According to the Genial/Quaest survey, the senator has 45% of voting intentions, against 32% for the president in the state.


Lula's campaign aims to reverse this scenario, increasing the wear and tear on Flávio, Castro and Bolsonarism, while expanding the president's platform in Rio.


Deliveries this Saturday
This time, in addition to the delivery of Fiocruz's CDTS (Center for Technological Development in Health), Lula also launches the structure for cancer treatment with new technology at reduced prices and delivers vehicles from Agora Tem Especialistas and SAMU.


The president will be accompanied by the Minister of Health, Alexandre Padilha, and the president of Fiocruz, Mário Moreira, among other authorities. The agenda concludes the official calendar of Fiocruz's 125th anniversary.


According to Palácio do Planalto, R$370 million were invested in the CDTS headquarters building.

The center develops products and technologies linked to vaccines, drugs, biopharmaceuticals, reagents and diagnostic methods for the SUS, among other technologies.


Fiocruz's actions allow cancer treatment to become accessible to the population, the program is linked to the New PAC, with a value of R$330 million already invested.


In addition, the first delivery of Agora Tem Especialistas - Caminhos da Saúde minibuses to the population of Rio de Janeiro will be made. There will be 40 units for 38 municipalities in Rio de Janeiro, in an investment of more than R$ 23.3 million from the federal government.


A SAMU ambulance will also be delivered to the municipality of São João de Meriti, worth R$ 292.8 thousand, and two vans will be delivered to the state of Rio de Janeiro, with a total investment of R$ 609.2 thousand.
