The confirmation that the dark liquid that gushed in the backyard of a farm is crude oil, released this Tuesday (19), brought hope to the family of farmer Sidrônio Moreira, resident of Tabuleiro do Norte, in the interior of Ceará. However, Saullo Moreira, the farmer's son, states that, to date, the family has not received any financial return.


"He never received anything related to this, no. On the contrary, he was left with the loan to pay. The bank managed to postpone some installments to, in some way, help the family", said Saullo about the work carried out by his father, which resulted in the identification of the oil.


Sidrônio's intention was to find water to supply the farm. However, according to his son, the discovery of oil ended up bringing losses and no financial return until now.

"I say loss because the father spent money to dig the well. His search was for water. So, in a way, he invested money that didn't have the expected return. But we hope that, if everything goes well, if all the stages are completed and everything goes well, we will receive some value", he explained.


In addition to the lack of financial compensation, Saullo stated that the family faces difficulties with the lack of water and fears that the situation will worsen after the rainy season.


"About the lack of water today, we are being supplied and we are in a period of winter, of rain. So, at the moment, it is not a big problem. However, we know that, in two or three months, when it stops raining, then there will be a bigger problem. Because, without rain, the animals consume more water, and we don't have crops precisely because of this lack of water too", he highlighted.

This Tuesday (19), the ANP (National Petroleum Agency) confirmed that the sample collected by the Federal Institute of Education, Science and Technology of Ceará (IFCE) and made available to the agency was, in fact, crude oil.


The ANP reported that it sent the analysis report, on May 20th, to the owner of the land, Sidrônio Moreira.


According to the test report sent by the ANP to the farmer's family, the sample is characterized as "a majority mixture of hydrocarbons", composed of chemical elements such as nickel and vanadium, often associated with this type of material. The document also identified physicochemical characteristics compatible with heavy oil.


Saullo Moreira concluded by saying that he hopes the entire situation is resolved as quickly as possible.


"Actually, we just want this to be resolved soon. It's kind of bad because there is no specific date for the studies and the next steps. So, we have that expectation: will it come soon? Will this story cool down?", he concluded.


CNN Brasil requested a position from the ANP on the family's expenses in Tabuleiro do Norte and is awaiting a response.

Understand the case
Last Tuesday (19), the ANP laboratory conclusively confirmed that it was a sample of crude oil.


The agency opened an administrative process to evaluate the feasibility of including the area in the OPC (Permanent Concession Offer), the main type of auction for the sector in Brazil.


However, the ANP warns that there are no defined deadlines or guarantee that commercial exploration will actually occur, as the process depends on approvals from ministries and environmental bodies.


Who owns the oil?
According to the Federal Constitution and Brazilian legislation, subsoil mineral resources belong exclusively to the Union, which means that the farmer does not own the oil found on his land.


However, if the deposit proves commercially viable and extraction begins, the legislation guarantees the payment of a share - which varies between 0.5% and 1% of the value of production - to the property owner, in addition to compensation for the use of the area.


The Moreira family reported that they have no interest in selling the 49-hectare property, inherited from their ancestors and where they have lived for more than 20 years. They prefer to wait cautiously for government investigations to unfold.
