The Cuban government published on social media a video of a puppet of Marco Rubio, Secretary of State of the United States, in which he explains a list on "how to make a country ask to be invaded".

This comes amid increased pressure from the United States against the Caribbean island, with fears of a possible military operation. The material was published by the "Gobierno Cuba" account, followed by the profile of the Presidency, the chancellor and other Cuban ministers and authorities.

The video begins with the US national anthem and the text "official message from Casa Loira - Florida". Furthermore, a sign identifies the character as "Mr. Blond Worm" - Cubans tend to call opponents "gusanos" (worms, in free translation).

Then, a puppet similar to Marco Rubio, head of American diplomacy, begins to speak - last Wednesday (20), the secretary released a video message in Spanish in which he blames the Cuban government for the island's economic problems.

In the material released by the Cuban government, the puppet says: "Hello everyone, are you ready to learn today? Today we will learn how to make a country ask to be invaded. It's easier than it looks!".

Throughout the video, he explains the following list:

- Step 1: Cut off the fuel;
- Step 2: Wait for them to suffer;
- Step 3: Offer Wi-Fi;
- Step 4: Invent the pretext;
- Step 5: Arrive with the ship (in reference to an aircraft carrier).

"And if someone asks you what you're doing, tell them it's for democracy. Until next time, friends! And remember: always defend freedom, even if you have to erase it first", adds the character at the end of the video.

The "steps" listed by Marco Rubio's puppet make reference to the latest developments in the growing tension between the United States and Cuba.

The American government has imposed an oil blockade against the island, threatening anyone who wants to sell fuel to the Caribbean country.

"What do we call this? Sanctions for democracy!" says Rubio's puppet.

On Wednesday (20), the Cuban ambassador to the UN stated in an interview with the New York Times that Cuba has exhausted its fuel reserves and is sustaining its electrical grid exclusively with domestically produced oil and renewable energy.

With the lack of fuel, blackouts became frequent in Cuban territory. The UN warned that the situation, combined with the lack of inputs, puts pressure on the local health system, putting millions of people at risk.

"The second step is very important: don't show up. Cut off the fuel and stay quiet. Let the people suffer alone; 25 hours without light, without water, without medicine and they will think it's the Cuban government's fault - which is, somewhat, our plan," adds Rubio's puppet.

Recently, the USA offered US$100 million (equivalent to around R$500 million) in aid to the island, which could be a point referenced by the "third step". The Cuban ambassador told the NYT that the offer was an insult, but that the government was inclined to accept it.

"The fourth step: you need an incident, something that justifies what you already wanted to do anyway. It could be a drone, a supposed attack plan", comments the puppet.

"It doesn't need to be very believable, it just needs to happen exactly when you need it most. In Iraq, it was weapons of mass destruction; then they said there was nothing, but we were already there. That's how it works", he concludes.

In the fifth step, he mentions the arrival of "an aircraft carrier". Also on Wednesday, the US announced that the aircraft carrier USS Nimitz had arrived in the Caribbean - however, Donald Trump stated that the vessel was not redirected to the region as a threat.
