Minister André Mendonça, of the STF (Supreme Federal Court), authorized the return of Daniel Vorcaro to a special cell in the PF (Federal Police) superintendence, in Brasília. The decision was taken after complaints from the former banker about the conditions of the common cell to which he had been transferred at the beginning of the week.

Vorcaro had been complaining mainly about the hygiene conditions of the place, which had a toilet on the floor, and a pipe with cold water used for bathing. He spent less than a week in the common cell before being authorized to return to the special space.

The transfer to the common cell had imposed significant limitations on Vorcaro's contact with his defense team. In the special cell he previously occupied, he could receive professionals working in his defense from 9am to 5pm.

During the period he was in the common cell, access was restricted to two meetings per day, lasting 30 minutes each. This limitation occurred at a delicate moment, in the midst of negotiations to conclude a plea bargain agreement.

The special cell to which Vorcaro will return is described as a General Staff room equipped with air conditioning, minibar, private bathroom, closet and window overlooking the Federal Police Garden. The space was previously occupied by Jair Bolsonaro.

Declaration proposal rejected and lawyer leaving
Vorcaro's legal scenario has become even more complex with two recent setbacks. The Federal Police formally rejected the plea bargain proposal presented by the defense, on the grounds that no new facts were presented and that names were omitted and an attempt was made to shield people already known to the investigation within the scope of Operation Compliance Zero.

In addition, lawyer José Luis Oliveira Lima left Vorcaro's defense, two days after the proposal was rejected by the Federal Police. With the departure of José Luis Oliveira Lima, lawyer Sérgio Leonardo continues alone in the negotiations.

The possibility of a plea agreement still exists, this time with the Attorney General's Office. Paulo Gonet did not rule out this possibility and stated that he was analyzing all scenarios related to the case.

Vorcaro has been in prison since March. He was detained in São Paulo, transferred to Brasília and initially held in a maximum security federal penitentiary. After José Luiz Oliveira Lima joined the defense and signed a confidentiality agreement with the Federal Police and the PGR, he was transferred by helicopter to the Federal Police superintendence, where he remained for two months in the special cell before being taken to the common cell.
