Blouse tax may return if necessary, Durigan tells CNN

In an interview with CNN Brasil, Finance Minister Dario Durigan said that the government may resume charging the "blouse tax" if market conditions make the measure "necessary".

According to Durigan, the import tax on purchases of up to US$50 has a "regulatory nature" - that is, it is not aimed at collecting revenue but rather at controlling certain economic activity - and may be charged again if the parcel market grows disproportionately, for example.

The minister said that the Treasury will "continue monitoring the imported purchasing sector" and activity.

"As the tax serves to regulate the market, the import tax can come back into play if necessary", stated Dario Durigan.

According to Durigan, the reason the federal government decided to end the "blouse tax" was the decrease in the volume of purchases up to US$50, which, according to him, would be an effect of the regulatory role of the tax that was being charged for orders.

"There was a decrease in the number of imported shipments entering the country. As it decreased and the tax was regulatory, we thought it was time to remove the import tax", declared the minister.

"Isonomy"
Dario Durigan also said that the implementation of the "blouse tax" met requests from the productive sector and the states of Brazil - which, according to the head of Finance, claimed "isonomy criteria" to charge, in addition to the import tax, the ICMS on international purchases.

"From 2016, 2017, large selling companies began to trade and operate economically through the rule of exemption for small purchases and selling goods in any way, without there being even data on this sector", stated Durigan.

"With Remessa Conformo, the great gain we had was the adaptation and standardization of these companies to Brazilian rules, so that there is information and regulations about these products. Due to equality, taxes began to be charged", he added.

The Minister of Finance also defended that the "blouse tax" was installed jointly by the economic team and the Legislature.

"The import tax of up to US$50 was instituted at the initiative of Congress. President Lula was always bothered because the middle class, for example, could travel and bring goods worth up to US$1,000 without tax, but simpler people had to pay a tax on US$50 just for having purchased in imported parcels", said Durigan.

The end of the "blouse tax"
For shipments of foreign products purchased on websites, for example, the 20% import tax that was in force was zeroed on purchases of up to US$50.

It is worth noting that the end of the "blouse tax" will be an exemption granted only on purchases made by individuals.

As a result, there will no longer be any federal taxes imposed on these purchases. Only state ICMS (Tax on Circulation of Goods and Services) taxes will continue to be charged. The rate will be the same as that already in force on imported items: 17%.

Purchases over US$50 are currently subject to 60% import duty.
