The president of the STF (Supreme Federal Court), minister Edson Fachin, presented a proposed resolution to establish a single paycheck for magistrates throughout the Judiciary.


The text will be voted on in the plenary session of the CNJ (National Council of Justice) next Tuesday (26).


The single paycheck is defined as the official document (physical or electronic) that consolidates, in an integral and inseparable manner, all the funds (remuneration or compensation) owed to the judge that month.

With the new proposal, the issuance of any parallel or complementary payment document would be prohibited.


The measure seeks to expand control over judiciary salaries, in order to follow the STF's new understanding on super salaries and the so-called "penduricalhos".


According to the resolution proposed by Fachin, the single paycheck must detail in detail and in a single document the salary, indemnity funds (trifles), exceptions to the constitutional ceiling and functional liabilities, which are outstanding payments from previous months.

In addition, the proposal creates a fixed list of "names" for each budget, which must be used by all members of the judiciary.


The objective is to prevent each court from giving a different name to the same type of aid or bonus, facilitating the control and identification of irregularities.


According to a survey by the CNJ, an audit carried out in courts identified more than 500 different records of compensation payments made under different names.


If approved, the resolution will establish a 60-day deadline for courts to adapt to the new rules.
