This Friday (22), the MEC (Ministry of Education) published the notice for Enem (National High School Exam) 2026, bringing significant new features to the inclusion process and participation logistics, although the traditional structure of the test remains intact.


The main change for this year is the automatic registration of all public high school graduates, a measure linked to the monitoring of school flow through the MEC Gestão Presente System.


"In summary, Enem 2026 does not change the test, but it changes important aspects of its functioning. The notice points to an exam that is more integrated with public secondary education policies, more connected to the permanence of public school students in the evaluation process and with greater attention to the conditions of accessibility and inclusion", explains Ademar Celedônio, director of Teaching and Educational Innovations at Arco Educação.

Even with automation, these students will still need to access the Participant Page to define the foreign language option (English or Spanish) and answer the Socioeconomic Questionnaire, mandatory steps to be released to the test location.


What changes and what stays the same
From the candidate's practical point of view, the format of the exam has not undergone significant changes: the 180 objective questions divided into four areas of knowledge continue, the essay in Portuguese, the application on two consecutive Sundays and the registration fee set at R$ 85.00.


The major changes focus on accessibility policies and the institutional role of the exam, which now focuses more on diagnosing Brazilian education and less exclusively on access to university.

Below, see the pillars that define the new notice:
Expanded inclusion: rigorous detailing of medical conditions and neurodiversities (such as ADHD, dyslexia and autism), ensuring specific rights for each of them.


Calculator released: students with proven dyscalculia can now use a calculator on the entire second day of the test, which includes Mathematics and Natural Sciences.


No bureaucracy: candidates who had reports and documents approved in the 2021 to 2025 editions are exempt from having to resend the paperwork if they request the same type of service.


Return of certification: Enem once again certifies completion of high school in a structured way. To do this, the candidate must obtain at least 450 points in each objective area and 500 points in the essay.


"Evaluative justice" highlighted
The advancement in accessibility rules and the acceptance of more specific conditions in the official list of the notice point to a maturity of the exam in the treatment of students' individual differences.


"This detail is not just bureaucratic. It represents a broader recognition of the different conditions that can impact the taking of the test. By making these situations explicit, the notice helps to make the exam more accessible and more coherent with the real diversity of Brazilian students. [...] Accessibility is not an operational detail. It is a central part of evaluative justice", believes the expert.


In addition, the change in the notice's objectives signals that the federal government intends to use Enem in a more strategic way to measure the health of the country's educational system. This year's text reinforces the need to generate data to monitor the goals of the PNE (National Education Plan).


"The 2026 notice places more emphasis on the assessment of the quality of secondary education, the production of diagnoses, the construction of educational indicators and the monitoring of the goals of the National Education Plan. The exam continues to be used for access to higher education [...], but the text reinforces a more systemic dimension of the assessment."


Clear rules for trainers and certification
The document also removed ambiguities about who qualifies as a "trainer": candidates under the age of 18 on the first day of the test and who will complete high school after the 2026 school year.

They take the exam strictly for self-assessment.


For those interested in high school completion certification, digital certificates will be issued in partnership with the IFSP (Federal Institute of Education, Science and Technology of São Paulo), as long as the minimum score criteria in all areas are met.
