The CNT (National Transport Confederation) spoke out against Provisional Measure 1,360/2026, which relaxes the rules for the operation of motorbike freight operators and motorbike taxi drivers in Brazil. The entity expressed concern mainly with the end of the mandatory specialized course to carry out activities.


In the Confederation's assessment, specific training is essential to guarantee professional qualification, operational safety and prevention of traffic accidents.


The provisional measure amends the Brazilian Traffic Code and also allows drivers with ACC (Authorization to Drive Mopeds) to operate in the paid transport of people and goods.

Until then, the legislation required a category A license, in addition to requirements such as a minimum age of 21 years and a minimum period of license to practice professionally with motorcycles. With the new rule, the activity can also be carried out by drivers qualified only with ACC - a document aimed at driving mopeds of up to 50 cylinders and limited speed.


According to the CNT, motorcycle freight and motorcycle taxi activities are among those most exposed to operational and road safety risks. Therefore, the entity considers "the preservation of professional qualification mechanisms aimed at workers" essential, especially "in view of the current scenario of increased lethality in Brazilian traffic".


The discussion takes place amid the worsening of traffic mortality rates in the country and Yellow May, a month of awareness for reducing traffic accidents and deaths.

Data from the Ministry of Health indicate that Brazil recorded 37,100 traffic deaths in 2024, the highest number since 2016. The numbers also show the growing weight of accidents involving motorcyclists.


The CNT also stated that regulatory modernization measures are positive, but considered that they "must preserve minimum safety requirements and professional training in high-risk activities".


The changes promoted by the provisional measure are already in force, but still require approval from the National Congress to become definitive.


The relaxation of rules for operating motorcycles was announced together with the federal government program that provides R$30 billion in financing for the purchase of new vehicles aimed at taxi drivers and app drivers.
