SP: City Hall proposes fining noise in houses and closing establishments

The City of São Paulo wants to expand the noise pollution rules covered by the PSIU (Urban Silence Program) and include residences in the inspection, in addition to creating blatant blitzes for the program itself. The proposal was sent as a bill to the São Paulo City Council this Thursday (21).

With the new measure, parties, meetings and private celebrations may be fined if they make loud noise between 10pm and 7am.

The suggestion, in addition to including residential properties on the PSIU list, also asks that establishments caught engaging in illicit activities, such as slot machines or selling drinks without receipts in environments such as wine cellars, be closed immediately.

The rule oriented towards this type of service currently works as follows: on weekdays, between 7am and 7pm, noise can reach up to 85 dB (decibels), and 59dB from 7pm to 7am.

On weekends and holidays, the limit of 85 dB must be followed between 8 am and 2 pm, while between 2 pm and 8 am the noise cannot reach 59 dB.

According to the city hall, mediation must occur through the action of the GCM (Metropolitan Civil Guard) or police authorities, which must also be integrated during specialized operations for the PSIU.

Penalties must also be toughened, with the adoption of physical barriers if offenders fail to comply with warnings. Furthermore, the penalties will be proportional to the size and type of establishment.

For real, the project will be analyzed by parliamentarians and must be approved by the majority. It may undergo modifications if councilors deem it necessary.
