The special commission created to debate the PEC (Proposed Amendment to the Constitution) at the end of the 6×1 day will hold the last state seminar in Manaus (AM) this Friday (22), ending a series of meetings held in different cities across the country.


The presentation of the final report, in charge of deputy Léo Prates (Republicanos-BA), is scheduled for next Monday (25), after adjustments to points not yet agreed upon in the text.


The vote in the plenary of the Chamber of Deputies is scheduled for the 28th. The House must carry out a week of concentrated effort on the topic, since the report, initially expected for last Wednesday (20), was not delivered due to pending issues in the text - especially with regard to the transition period.

Consensual points and impasses
Among the points already consolidated among parliamentarians are the reduction of working hours to 40 hours per week, the replacement of the 6×1 model with the 5×2 and the maintenance of workers' salaries. The main impasse, however, remains the transition period for implementing the changes.


While the federal government initially defended an immediate transition, it began signaling a period of two to three years. The opposition and businesspeople advocate a transition of up to ten years.


The rapporteur seeks to build a consensus that is neither excessively long nor excessively short, also guaranteeing two days off in the text to be deliberated. Furthermore, the text should strengthen collective negotiations between unions and businesspeople.

Compensation and pressure from businesspeople
Businesspeople ask for compensation to reduce the economic impacts of change. One of the points under discussion is the 50% reduction in the contribution to the FGTS, although this is not yet finalized.


The government, in turn, uses a study by IPEA (Institute for Applied Economic Research) to argue that companies will be able to absorb the change without the need for tax incentives - a position already signaled by the Ministry of Finance.


The Minister of Labor and Employment, Luiz Marinho, has organized a union mobilization in Brasília to press for the approval of the PEC in the National Congress.


Why the agenda gained strength
CNN Politics analyst Teo Cury explained that, at first, the government showed more enthusiasm with the text than the National Congress. According to him, the arrival of Guilherme Boulos to the General Secretariat of the Presidency of the Republic accelerated the discussion within the government, which began to treat the issue as a priority, especially as it was an election year.


"There was a huge campaign on social media and the population began to understand, voters began to defend themselves, including among right-wing and center-wing voters, as well as those on the left", said Teo Cury.


This movement would have progressively convinced parliamentarians that the agenda represents an important political asset. The president of the Chamber, Hugo Motta (Republicanos-PB), chose not to place the PEC under an emergency regime, but speeded up the process by bringing forward the counting of regulatory deadlines.


Processing and prospects for approval
As it is a Proposed Amendment to the Constitution, the processing is slower than that of a common bill. The PEC needs to be voted on in two rounds in the Chamber, with 308 votes needed in the first round, and subsequently go through two rounds in the Federal Senate.


Deputy Paulinho da Força (Solidariedade-SP) stated that the president of the Senate, Davi Alcolumbre (União-AP), guaranteed that the text will be voted on in the Senate by June 15th.


It is expected that enactment will take place by the end of June. Teo Cury highlighted that, if approved, the measure will be explored as an electoral showcase both by the government and by parliamentarians who vote in favor.
