ANP schedules new cycles of Permanent Offer of oil and gas for October

The ANP (National Agency for Petroleum, Natural Gas and Biofuels) published this Friday (22) the schedules for the 6th Cycle of the Permanent Concession Offer (OPC) and the 4th Cycle of the Permanent Production Sharing Offer (OPP). The public presentation sessions for offers for both cycles are scheduled for October 7, 2026.

The sectors that will be the subject of the 6th Cycle of the OPC, as well as the blocks that will be on offer in the public session of the 4th Cycle of the OPP, will be announced on August 6th.

Under the concession regime, five areas with marginal accumulations and 495 exploratory blocks may be offered, distributed in the sectors available in the current version of the notice. The document was updated on the 12th, when the agency included 45 new exploration blocks in the Campos, Santos and Potiguar basins.

According to the ANP, there are 36 companies registered with the OPC. In the Permanent Sharing Offer, 15 bidders are able to submit declarations of interest on the 23 blocks made available.

Currently, there are two types of bidding: the Permanent Concession Offer, in which the company assumes the exploratory risk and pays shares stipulated in the contract; and the Permanent Sharing Offer, used in strategic areas, in which production is shared with the Union.

The Permanent Offer is today the main modality for exploration and production of oil and natural gas in the country. The model allows for the continuous supply of exploratory blocks and areas with marginal accumulations in onshore or offshore basins, without depending on the calendar of traditional rounds.

Companies not yet registered will be able to request participation in the cycles until June 5th. Registered companies will have until July 21st to submit a declaration of interest, accompanied by a guarantee of offer, indicating the objects of interest in the notices.
