Cuba represents a "threat to the national security" of the United States and the probability of a peaceful agreement "is not high", said the American Secretary of State, Marco Rubio.
His comments come a day after the US accused former Cuban president Raúl Castro of murder for the shooting down of two planes in 1996, which resulted in the death of American citizens.
Rubio said Washington's preference was "a diplomatic solution," but warned that President Donald Trump had the right and obligation to protect his country against any threat.
Cuban Foreign Minister Bruno Rodríguez accused Rubio of "lies" and said the island never posed a threat to the US.

In a press conference on Thursday (21/5), Rubio said that diplomacy "remains our preference with Cuba" but added: "To be honest, the likelihood of that happening, considering who we are dealing with now, is not high."
He also accused Cuba of being "one of the main sponsors of terrorism in the entire region", which Rodríguez vehemently denied in a post on "instigating military aggression" and accused the US government of attacking his country "in a ruthless and systematic manner".
Cuba is suffering from a fuel crisis worsened by a US oil blockade, while it is under pressure from the Trump administration to reach a deal.
Its citizens have suffered from prolonged blackouts and food shortages in recent months.
Rubio said the country has accepted a US offer of US$100 million (R$500.5 million) in aid humanitarian.
Trump has openly discussed the overthrow of the communist regime in Cuba. Wednesday's formal indictment against the former Cuban president is seen by some as reminiscent of Trump's arrest of Venezuelan President Nicolás Maduro in January.

Asked by reporters if and how his government would bring Castro to the U.S. to face the charges, Rubio responded: "I'm not going to talk about how we're going to bring him here. If we were trying to bring him in, why would I tell the media what our plans are?"
