Minas MP calls for Kalil's conviction and demands R$ 103 million

The MP-MG (Public Ministry of Minas Gerais) called for the conviction of the former mayor of Belo Horizonte Alexandre Kalil (PDT) for administrative improbity by accusing him of receiving an electoral survey supported by an advertising agency that had contracts with the city hall. The Prosecutor's Office demands reimbursement of amounts linked to the contracts, which total R$ 103.5 million.

The demonstration was presented to the Court on Tuesday (19), in response to Kalil's defense. According to the Public Ministry, the Perfil 252 agency would have financed an electoral survey worth R$60,000 to assess the political scenario of the then mayor in the dispute for the government of Minas Gerais in 2022.

According to the investigation, payment for the research would have worked as compensation to guarantee the renewal and execution of the company's advertising contracts with the municipality.

The action is now being processed only against Kalil. The others investigated, including former municipal secretaries and the owner of Perfil 252, reached agreements with the Public Ministry and confessed to participating in the negotiations related to the contracting of the research.

In the statement filed on May 19, 2026 at the 2nd Court of Deeds of the Municipal Public Treasury of Belo Horizonte, the Public Ministry of Minas Gerais claims to have gathered WhatsApp messages, audios and other digital records that, according to the Prosecutor's Office, prove the negotiations to contract the electoral survey and the pressure exerted on the owner of the advertising agency to pay for the survey.

In addition to the conviction, the MP requests the suspension of Kalil's political rights for up to 14 years, the imposition of a civil fine and the loss of assets considered to be obtained illegally.

Kalil denies wrongdoing and stated that the criminal investigation into the case was closed without finding a crime. The defense also maintains that there is no evidence of the former mayor's direct participation in the negotiations under investigation.
